    Contact Your Congressmen on Bad Interchange Legislation

    CBAI and ICBA urge all community bankers to contact members of Congress to oppose
    legislation that would create a government panel to set price controls on debit and credit interchange fees. A House committee vote could occur as early as July 9. Congress is now back home for the weeklong Independence Day recess, and home district contact information is provided here. ICBA has developed a lobbying resource kit that includes sample letters and e-mails.

    Midwest Has Highest Increase in Home Sales

    According to the National Association of Realtors, sales of existing homes nationwide rose two percent (2%) in May, just the second increase in 10 months. The highest increases were in the Midwest and Northeast. However, median home prices continued to decline to $208,600, or 6.3 percent from a year ago.

    Host State Loan-to-Deposit Ratios Issued

    The federal banking agencies have
    released benchmarks used to determine compliance with interstate banking laws. Updated loan-to-deposit ratios for banks' host states were issued by the Board of Governors of the Federal Reserve System, the FDIC and the Office of the Comptroller of the Currency. The ratios are used to determine whether out-of-state branches have been established or acquired primarily to earn deposits.

    USDA Forecasts More Corn Despite Floods

    Floods have wiped out 2 percent of the U.S. corn plantings, but according to the USDA farmers may reap the second-largest corn crop because more acreage was planted. For more information,

    CBAI Urges Flood-Related Regulatory Relief; Regulators Respond

    CBAI urged regulators to provide appropriate regulatory relief for banks and their customers that are victims of flooding. For more information,

    Meanwhile, regulators have responded. At the state level, the State Treasurer offered low-interest loans to residents and businesses through participating lending institutions, and IDFPR recently issued a notice to all Illinois lenders.

    CBAI Community Bank Directors’ College – Session I

    Developed in close conjunction with both state and federal regulators, CBAI’s Community Bank Directors’ College is designed to teach individuals how to become a more effective, capable, and supportive member of a bank’s board of directors. Recommended for both new and seasoned bank directors, it is structured as two, two-day sessions offered on an annual basis. Session I, which may be attended as a stand-alone course, is being held at the Hilton Hotel in Lisle on August 12-13. The faculty is the “best of the best” and includes such nationally recognized instructors as David Kemp from Bankers Management, Inc., Phillip Smith from Gerrish McCreary Smith, Lee Wetherington from Goldleaf Technologies, as well as key regulators.

    Cook County Anti-Predatory Lending Database Program Now Effective

    Effective July 1, 2008, all mortgage brokers and mortgage bankers in Illinois must comply with major new standards and requirements. In addition, a “Predatory Lending Database Pilot Program” has been instituted for Cook County. For more detailed information, please go to
